Proximity to Ship Cranes ( BIG Orange cranes behind the Top Pick ) makes me believe the " Rail Clerk " was also Longshore. ILWU has been consolidating their power " On The Dock " for years. They booted out Teamster yard goat drivers in Seattle, IAM Mechanics working on port equipment ( including Top Picks ) and reefer containers all over the West Coast, and IBEW Electricians in Portland. Their reasoning has been: " If the work is done ON DOCK ( basically ANYWHERE within that particular Port Facility ) -- it MUST be performed by Longshore labor." Even the crew tying down ship lines is now Longshore. Some port facilities won't even allow a port trucker to " dog down " the container or check seal numbers, while within the ON DOCK defined areas. The only exceptions to this I am aware of involve TTX Rail car mechanics working on well cars within a port facility. ( Chances are this work is too HARD for Longshore to fuss about. )
