It rained a ton yesterday. I'm thinking a soft spot in the roadbed is likely.

Is this shale oil from the Dakotas? Going to the Ferndale refinery maybe?

Of the various options for moving bulk oil (rail, ship, barge, pipeline), I think pipeline would be my choice, as it has fewer moving parts. However, the 1999 Olympic pipeline leak and explosion in Bellingham shows that pipelines can fail spectacularly too, and cause deaths. [en.wikipedia.org] So I don't know.
