ATS Automatic Train stop, how does it work with steam engines

I read in a SP magazine that ATS was installed early on the West Side line through Los Banos to protect the Owl. I did a search on ATS and didnt get an answer. 1 How does ATS work in general ? overspeed? Interfaced with lineside signals with R.F, control to the train air?
2 How is it controlled, and how did it work with steam? Did they have an automatic shutoff on the throttle with a solenoid device? Thank-you in advance
