Yes Congress pushed an unfunded mandate on the RR industry that couldn’t pass a reasonable Cost/Benefit analysis. Congress expected the RR’s to create PTC out of thin air when it was only a “White Paper” before that. Then Congress complained the RR’s weren’t moving fast enough to create this new technology and then one of the biggest delays turned out to be the FCC because they couldn’t process applications for the thousands of antennas needed fast enough.

With help like this, who needs enemies?
