It couldn't be that this particular contractor has been found guilty of gross incompetence (27th ave amongst other failures) and is turning to figure pointing to avoid culpability. Meanwhile, other contractors are cruising along.

Also, administration's have commonly re-baselined federally funded projects(see Hawaii rail project for an extreme example) and no reason to think that won't happen here, Especially when covid, incompetent contractor and other factors come into play
