I went to the source (FRA) and checked. Yes, he/she actually wrote that in an official press release. Is it a new expression among youth?

Your homework: Does a government spending project actually "create jobs"? Or does government spending distort the market place and prevent job creation? Which kind of "job" is a real job -- government or free market?
