Almost everything I know about Rome is from the TV. :)

There was an episode of "I, Claudius" where an advisor to Emperor Claudius gave the emperor bogus cost-overrun projections for construction of the expanded harbor at Ostia. This advisor had investments in grain, and the new harbor would lower the price of grain. Claudius wasn't duped by him, and the project went forward.

Surely there were corrupt schemers everywhere back then.
