Surface Transportation Board website. I’ve noticed decisions and filings to the board are being redirected to that s3.amazonaws.com for a while now, no doubt related to cloud storage contracts Amazon has with the Federal Government. No idea why Chrome would be blocking it unless you have it set up to block automatic redirects.
