"Thruway" buses in California are part of the Amtrak service. They provide service into places the trains can't go, and close gaps like Bakersfield/LA and Bakersfield/LV. If it weren't for the buses, the trains would be total failures. Note that, except for the Sacramento-Lake Tahoe run, you must have a train ticket for some part of the itinerary in order to ride the bus. Can't just ride the bus, Gus.
