Since the Central Valley section of CAHSR is initially going to be used as a test track there is no need for two tracks for a few years. Should we spend the money up front or wait a bit.
And for those wondering why a test track. There is no place in the US to test at speeds over 165 mph. The California test track will be operated at up to 250 mph. One has to test at higher than regular operating speed.
