Transport Canada has now changed the rules for securement of trains to match US DOT/FRA regulations on securement of equipment . I almost all the Canadian incidents as in most accidents there were more than one factor that lead to the runaway/ loss of train control
In the 50’s, 60’s and 70’s up into the 80’s there were many incidents where proper securement or proper air brake test did not happen and the evolution of the brake equipment of the freight cars with rules and operating practices which did not take3 into account the brake systems until there was an incident. Unfortunately in this industry and many other rules are written in blood. Something I taught in rules classes when a new person would ask why there a rule covering certain subject’s.
