SF Railroad Bridge

While checking the new Third Street line, I noticed a new rail bridge over Islias Creek next to Third Street. It connects the Ports freight lead to the unused track in Illinois Street. It doesnt serve any active industries that I am aware of. Does anyone know why it is being built and what it will serve?
