Need the actual link to the whole article to try to figure out the context. Was the source a railroad spokesperson or press release giving vague information? There is quite a bit of info that is actually factual there for it to have been concocted solely by the reporter.

Most industry insiders should be able to see they’re probably referencing locomotive swaps at the terminal. Most industry outsiders, and many insiders, couldn’t less care and wouldn’t concern themselves about the article.
