Santa Cruz conundrum

On 1/19, the UP issued Coast Subdivision General Order #44, the purpose of which was to "Extend Remote Control Area limits on the Santa Cruz Industrial Lead." The limits previously extended to mp 15, but have been extended to mp 21. On a line that is virtually shut down, and supposedly about to be sold, it seems odd that they would bother. Maybe this makes it so the Watsonville Jct. switcher can now make the odd trip to Santa Cruz; I assume the regular Santa Cruz job has been abolished.
