Probably one of the three former Virginia Railway Express GP-40PH's that the Army bought, along with some old commuter cars, to move troops at Fort Lee Virginia. The equipment was purchased, but the plan never got off the ground. One of those units has been a long-time resident at Hill. I guess the move to Anniston, Ala has not yet been made, or if it has this unit was left behind. This obviously was a complete boondoggle.
