Not so.The STB will not force a short line carrier to loose money running a railroad just to connect to another common carrier. If that were true the NWP would be running to Willits to connect with the California Western. The STB has remained quiet while the class 1's PSR scheme has stop serving thousands of rail customers, closed hump yards and idled thousands of locomotives and employees.
