Ummm ... read the announcement? The agreement is with Progressive Rail, taking over their contract. Yes, the RTC might need to approve the transfer, but that's fuzzy when it's just two common carriers (yes, Roaring Camp is one) agreeing to transfer responsibility between them.

RC being local and having a lower cost structure might be able to make a go of the freight service, where Progressive couldn't. Won't make anybody rich, but they probably will come closer to breaking even (if not actually doing it) without all the corporate overhead to take care of.
