The Mt. Rainier Scenic RR is, according to Google Maps, about 45.6 miles (and 1+ hour drive) from Tacoma, a fairly large city in the Greater Puget Sound metro area. The RR is also about 76 miles (and a drive of about 1 3/4 hours) from Seattle.
In contrast, the Cass Scenic is in a very rural area of a very rural (and lightly populated) state. I've been to both locations, and live in the Puget Sound metro, and it is obvious that the Mt. Rainier can be reached easily by many more people than the Cass.
So would a state park make sense? Quite possibly, especially since it would abut the Mt. Rainier National Park, which gets a lot of visitors. Maybe it might even be possible to find a few State employees who would be interested enough in running the railroad and park to make it a good operation. If, of course, they would not be too lazy to do so, "Pondering".
