Did you not read the quote above right from Melani Clark? The Santa Cruz, Big Trees and Pacific Railway is a common carrier and has been since its inception. Take it up with the FRA and Caltrans if you want their status removed; the tracks may be washed out, but they're still a legal common carrier.
