PTC on Spokane Sub. of UP, up and running yet?

Over the past year UP has been installing a Positive Train Control System between Spokane and Eastport as a pilot program for national implementation, since PTC or PTS is now law, is this test system up and running yet, and if so, how well does it work, and how much have they spent on it? Thanks in advance to anyone who replies!
