Actually kind of interesting. Yes, Wabtec has the former GE locomotive operation. EMD is now part of Progress Rail which is part of Caterpillar.
Wabtec is the one that provided the battery-electric demonstrator BNSF used between Barstow and Stockton, producing a hybrid consist rather than a hybrid locomotive unit. They indicated that the concept is proven, but it needs more battery. Apparently GM is now their partner for the batteries. Interesting that fuel cells are part of the package too: hydrogen isn't as efficient as batteries, but "charges" much faster. Plus, depending on what kind of fuel cells GM is using, there are some that can run on unmodified hydrocarbon fuel and are much more efficient than any heat engine, though of course the exhaust contains pollutants other than water vapor.
So ... GM is not getting back into the locomotive business, that's an incorrect interpretation of the press release. But they *are* going to be a supplier for the former GE locomotive division for electrification support. As I say, interesting. We'll see if it turns out better than, perhaps, Nikola.
