The "X-train" pink sheet scam did just that and skipped town when the $60 million bill to run on the UPee came due, and that was after YEARS of "coming next year" promise after promise!

The Bright project ( https://dot.ca.gov/caltrans-near-me/district-8/district-8-news/caltrans-and-xpresswest-complete-lease-agreement , https://railroads.dot.gov/environment/environmental-reviews/desertxpress-xpresswest-las-vegas-victorville ) in a NEW ROW via the 15 freeway with most, if not all enviro-work already completed!

IIRC Amtrak looked at re-starting the wind (on the yellow borg ROW) back in 2000/2001 and the cost (plus the tortoise) killed that idea!

Bright has to build 170 miles of track (with 135 of those miles in California)...are you going to buy a muni-bond to help?
