Krazy LR wire work - look around at 29th Street station in Sacramento. Must be some kind of section break right there, with double catenary for about 1/2 block in each direction. No crossovers or spurs in the vicinity so it's not that. Contact wires are level with each other at the street crossing of 29th, then one gradually lifts off over a few poles and ends down the block a ways. Lots of extra suspension arms and bent pieces on the poles, and yes there may be a few extra poles though it looks more like some are extra sturdy. The east end of the arrangement is under the freeway and in the station platform area so I do hope nobody has to climb into that cat's cradle (oh, horrible pun!) very often to fix something. Yes, there is a substation at the corner of 30th Street and the feeder cables are quite obvious at that end.

As far as the photo is concerned, it's almost certainly wiring for turnouts/switches - it's in a yard after all. If no trolley poles are used, there's no need for switch frogs - just run the wires parallel for a bit and end one of them.
