Large shareholders have considerable control and influence when they want. Go ask Canadian Pacific about that - Hunter Harrison was installed as their President after a shareholder with a significant but still minority position forced the issue.
Ownership definitions as you are referencing are legal definitions developed by British common law traditions to shield a company’s shareholders from liability. I doubt the company would behave differently if their head office were in New York, Dallas, or LA.
