I may be wrong but the picture I looked at showed the the old bridge built with crossties held down with timber guards. No ballast. The ballast fire proofs the bridge somewhat. Only the top of the ties are exposed to fire. The concrete tub design is best but so heavy the whole structure would have to be replaced.
