CORP interchanges with UP at both Eugene and Black Butte. The majority of traffic is interchanged at Eugene. My understanding is that some traffic from the Roseburg plant in Weed along with the rather small amount of business between Weed and Hornbrook (one or two low volume ag related industries) is interchanged at Black Butte. Everything else is interchanged at Eugene.

As for the strained relationship... no idea as I'm not on the inside of either organization. What the TO poster was likely referring that UP and CORP used to have an agreement that UP provided the power for the Roseburg Hauler in exchange for CORP pre-blocking the train (thus eliminating most/all of the switching needs for these cars at Eugene. My understanding is that UP ended this deal at or around the begging of 2020. CORP initially leased a trio of UP SD70M's until they got their got enough of their own large road power for this train in April of 2020 (a pair of ex-CSX SD70Ms and a pair of Providence and Worchester SD70M-2s).
