Amtrak '77 steam excursion

I remember this obs car parked at King Street Station (Seattle) in the 80's.

Googling the number, turns out it was used on Amtrak's 1977 "Transcontinental Steam Excursion".

President of Amtrak, 1975-1978, was Paul Reistrup. I guess he was OK with steam specials.
