I see no evidence an OFA has been filed and as I've stated earlier the STB won't accept one until the A&MR and Samoa Branch issues are sorted out. The Friends of the Eel River cite those two issues as irrelevant though the STB doesn't seem to think so. It's always good to piss off the Feds hearing your complaints.
