The high platforms are for Real Railcars. Only Muni has light rail cars with full high platforms (at least in the Bay Area), in the subway. Others may have mini-high platforms for loading wheelchairs into high-floor cars, if anybody still uses them.

From Novato north, there are bypass tracks allowing freight rail equipment to be far enough from the platforms for adequate clearance. Since no freight service operates south of Novato, I presume SMART didn't install those tracks. So the steam engine cannot reach Larkspur.
