If a short second track were laid in from the NWP wye towards Schellville south of Novato back to downtown Novato, what would prevent SMART from running their doodlebugs anytime they wished? SMART is guaranteeing the NWP is not permitted south of the wye so the FRA should have no objections since there would be complete physical separation. The promise of all day service would definitely improve SMART's chances of passing in Marin.
