With respect the article on improving CT state frieght line, it appears to have correlation to the NY Cross Harbor Freight Tunnel (http://www.crossharborstudy.com/)

This would be an infrastruture project I would support with the porkulus package recently passed by Congress. It would pay dividends for many years to come.
