The negotiations for setting up multi-system fare cards in LA, Bay Area, and Sacramento were contentious enough. They were all within the same state and regional transportation planning agency (MPO). With NJ and NY being at war with each other frequently, getting something to work between not only multiple agencies but multiple states seems dreamy. But as the kid said in Angels in the Outfield: "It could happen..." All it takes is money and hardball politics.
