It's a dog-chasing-tail situation. Even without the well-known hate of freight by SMART, reasonable shippers want: 1) reliable service; 2) inexpensive service (to their own spur or a convenient transload, which in ancient days we called a team track); and 3) service when needed. NWP tried to provide #s 1 and 3; #2 was just not available with SMART in control of the actual railroad. With NWP gone and SMART in complete control, it won't take long for lack of #1 and 3 to end any desire of local shippers/receivers to take carloads. After all, they adapted long ago to using trucks, and can easily go back to that if (when) rail freight gets to be too much of a drag (see what I did there?).
