I listened to the news report a few times. It sounds like the city government of Saginaw, TX wanted a tower operator there in case trains had to be stopped for whatever reason. Maybe it was safety related, for instance if an oil train derailed then there would be a railroad employee to report it. Or maybe the city had its own weird ideas, as is often the case. Too bad the news reporter didn't say in a few sentences what that issue was all about.
