Um, 40%+, you do understand that it is a fine for violating an environmental law.

If you disagree with the fine, what other mechanisms should be in place to punish companies who contaminate waterways? Would you prefer the railroad be shut down entirely? Or do you believe that those responsible for the pollution should go to jail?

I don't know where the money associated with the fines went, but has it occurred to you that some (or maybe even all) of it could be used to compensate Iowa for the expenses incurred in cleaning up the spill?
