The central issue with BRT is its lack of guideway. That makes it cheaper and flexible in that it can operate on any street but limits it in other ways. Trying to adapt it to subway operation will be challenging and complicating and AFAIK it is constrained to 2 articulations. Streetcars-light rail can utilize more articulations and be MU'd.
And then there are safety and speed questions; for instance GGT will not operate articulated buses across the Bridge due to worries about wandering and hunting under windy conditions.
And apparently SF won't even consider 3 section bi-articulated buses and it has the patronage to take advantage of it.
