IIRC, CCT is a jointly owned terminal railroad. UP and BNSF both own it, inherited from predecessors SP, WP and ATSF. If so, I imagine customers have equal access to either UP or BNSF. Back in the ICC days, rates were typically close regardless of route so customers would tend to choose who had the best service. Nowadays, more likely most preference is given to the delivering carrier.
