This was a mod that was performed system-wide (at system and field shops) in the late 90s & early 00's. The tank-in-a-tank were one of early retention tanks and if memory serves, they were done at NLR Jenks during life extension. The field shops (that didn't have the people/tools to butcher fuel tanks) installed the external (installed to the rear of the fuel tank) tanks. There were a handful that, for some reason, slipped through the cracks. The one that I crossed paths with often was the #2137 (now #637). The sump drain consisted of a straight pipe (4" flex) on the right rear of the tank that dumped the oil/water/soap/etc. straight to the ballast.
