Trains are in the public interest. The public just isn't interested in them - they want other people to ride them so they don't get in the way of driving, but don't want to pay for them (only Those People ride trains, right?). So the article has it exactly right. No portion of HSR, or even the whole thing, or Texas Central, meets the criteria for "public interest" in the present degenerate American society. It's all private interest.
