I think this is a good plan. Cheapest way to avoid freight cause delays. The old plan of using abandoned track bed east from Chicago to Porter for new high speed rail was too expensive.

There are long and short term projects. A new connecting track to the river bridge for Carbondale trains. No more reverse moves. Then new connecting track east of the bridge to Metra Rock Island tracks. St,Louis trains will move to that. New platform Metra Joliet for Amtrak and new southeast connecting track to UP. Michigan and east trains will use St. Charles Airline to South Shore. New connections in Ogden Dunes and Michgan City.

Chicago Union station wants new platforms. Through tracks will be used. Later a new bridge south of the station and commuter through trains Ohare airport to McCormick Place.

Amtrak and states are asking Congress for money. This is a good investment. It reminds me of the LA Union Station through trains plan.
