As an outsider I wonder, now that this "Measure D" vote is over, what happens next?

Do the existing tracks sit in place and get used once and a while for a Roaring Camp joy ride, while the city gathers contractor estimates to build the trail alongside the tracks? This project might cost more than a new monorail.

If the total cost of building the trail and fixing up the railroad is put before the voters, will they get sticker shock and vote "no"?
