My guess is this corrupt admin that has abused so many other things is using multiple agencies to buy up ammo stocks in order to restrict supply and raise cost for American citizens. They've gone after gun and ammo manufacturers with backdoor schemes and regulation abuse. Pressured and baited banks and other lending types with ESG to not make loans to arms businesses. Funneled taxpayer money to leftist special interest groups to sue arms businesses. Lawfare.
