I gather this whole project basically went over budget and had some technical issues. I’m curious what causes this to happen. The CAHSR seems like it maybe had some similar problems.

Let’s see, a project has planning, funding, design and construction. Maybe the companies they hired for these steps just didn’t work well with the government agency for some reasons?
