Is this a test project? Rail to the Gag-a-factory would be a 9 mile spur from a shortline. Along high voltage utility line clearing. No freeway crossing, but 4 creeks and 6 roads to cross at grade. At least a $20 million investment? Tesla waiting to see how rail shipping goes for now before committing?
