It's my understanding that they will run the Steam Engines wherever they can. They're not going to do any planing of any trip until at least 1 Engine is completely restored. The shop is on the IAIS and I hear that they will allow them to run on their Railroad.
On UP track where another Railroad has trackage rights, UP can not stop or prevent that Railroad from running Steam Engines.
Example, when BNSF ran SP745 years ago from New Orleans to West Lake Charles, the train ran over UP track from West Bridge Junction Tower and Live Oak Road and Iowa Jct. to West Lake Charles on UP owned and controlled track.
If BNSF wanted to run SP4449 between Chemult and Klamath Falls and Keddie to Stockton and Bakersfield to Mojave, UP can not prevent or stop it from happening, because be BNSF has trackage rights over these UP segments.
