Disingenuous because it's the PEB's recommendations, not the President's. While Biden may have appointed the panel, the members of it were drawn from a larger pool of NLRB personnel specifically set up for this purpose.
At this point, either side can invoke self-help. By the carriers, this is a lockout; by the unions, it's called "strike". Lock-outs have been known to trigger strikes. If one craft strikes the others will honor the picket lines.
Since neither side will willingly agree to binding arbitration, this will probably end with Congress passing legislation which establishes the PEB's recommendations as the New Contract, once ratified by the Prez.
