The term Inland Port was referring to Rail/Truck terminals (Not ships)
They were talking of building them in Kern County and the town of Mojave
Although if they ban or restrict trucks in California it would be money better spent in the locations outside the state I listed above.
Maybe in 100 years when the sea levels rise you will she ships on the Colorado river LOL
