Precisely Samn-- The axles are insulated so that they do not trip track circuit relays.
Most maintenance equipment and speeders are this way.. Not a weight issue!!

How about the other stupid quote in the article :

"running underneath slow-moving freight cars to get across the tracks"

Can YOU "run" underneath a moving box car ?? Duh !!
