SMART, Cap/Trade Program and $27B in Revenues Distributed

I misstated what the CA ARP Annual Report (2021) reports in the discussion earlier about what happens if SMART dissolves.

Cumulatively $27B has been raised. $13B has been distributed to utilities.
Of the $14B distributed to various programs (eg., "low carbon transit")
the biggest winner is CAHSR which through June 30, 2021 has received $3.56B

Affordable Housing and sustainable Communities received $2.4 B

Transit and intercity Rail Capital (TIRCP) received $1.3B. This is a major source of funding recently announced in the Marin and Sonoma papers regarding $millions awarded to SMART for extensions north of Airport Blvd.
