I wonder what the 30 million to Santa Cruz was for (the one California grant awarded).

I'm surprised they need extra money to build the stations at Fresno and Hanford. Wasn't that all part of the construction they were already doing at those two locations? The same with advanced design work to extend into Merced and Bakersfield. I wonder how much money of the billions spent have gone to studies, reports and miscellaneous engineering that was thrown in the trash to be redone again a couple of years later.
